Taking one step at a time, Microsoft is focused on improving the user experience for both PC as well as mobile via Windows 10. While the Windows 10 desktop version has been getting run-time updates via Store in the form of app updates, Windows 10 Mobile also seems to be imitating the same.
Basically runtime, also called as runtime library, is a software designed to support the execution of the OS. The runtime updates were previously delivered to Windows Phone devices through the usual software updates to the Phone, which is time consuming, not to mention the phone could not be used by the user, for however minute amount of time the update takes to install on the phone. Delivering runtime updates as app updates via Store saves this amount of time by being quick.
